TID100359 (ropenbnd) Sample code to open and bind TLI

This code will open and bind the number of sockets specified on the command line. If it cannot open any more sockets it reports back the error and then closes and cleans up the sockets. NOTE: The Shells will use sockets on attaching and login to the server and the default ipx sockets is 15 so you may only be able to open 1 or 2 sockets. to change this use: ipx sockets=40 or whatever you need in the net.cfg. API's used: t_open t_bind t_close
