- Removed most of the "snap-in" tests from printer/print server projects.
- Removed the driver download tests from gateway projects.
- Included the CPULoad utility to replace the Abuse utility for testing systems with mulitple CPUs.
- Added the requirement to include snap-in files (*.pc2, *.pd0, and *.pd2) for bulletin submissions.
- Updated the documentation, including the addition of a section describing the requirements for certification.

a new automated test that replaces the manual tests for printer agent
creation. The NDPSTest tool is no longer needed for testing, but is
still included in the kit.
