Made the following changes to MOD_LCGI:
- Added a file rights check to determine if the user has rights to the script and should be allowed to run it, which fixes a compatibility issue between MOD_LCGI and MOD_NDS.
- Fixed the header scanning so that header entries such as set-cookie, which can appear multiple times, are stored separately. This fix allows multiple cookies to be set and prevents each occurrence of the header from overwritting the previous copy.
