As currently implemented, these attributes provide a foundation for customers and other relying parties to increase confidence in the attribution of a digital signature and encryption operation. The attributes provide a measure of the quality of the digital signature and certificate chain from a top-level root certifier down to the end-entity. In addition, the attributes support a global access control label which operates within and between enterprises. The attributes define the various rights that are granted to an entity, without requiring constraints on that entity's name.
